This means the following classes are doing way to much damage in pvp and pve.
Rogues
Fury Warriors
Dual wield enhancement shamans
Hunters (in melee)
This bug also means rogues are able to stack poisons much faster than they should be.
What is the bug:
Dual wield classes suffer no increased chance to miss with white attacks while dual wielding
How can you test this:
Have a dual wield rogue, warrior or shaman attack a target dummy with 5% hit chance from gear. Recount will show that 0% of the attacks will be missed, when in reality it should be 19% missed. Please see the image below of an 0-0-0 warrior:

Below is proof that it also affects rogues in pvp:

How can this be fixed:
Any character with dual weapons equipped needs to suffer a +19% chance to miss with auto-attacks (white damage).

I will quote wowhead on this:
So the long standing theory on SF that melee classes (in particular rogues) do too much damage is indeed true. So dual wield classes are doing ~19% too much white damage.Dual Wield, as the name and tooltip suggests, allows a character to equip a damage-dealing weapon in your offhand. Candidates include items marked as 'One-Hand' or 'Off Hand' weapons, as 'Main Hand' items can only be equipped in your main hand.
To utilize your dual-wield capability, simply place a qualifying weapon into your off-hand. This action will have two side-effects on your character:
Damage dealt by the weapon in the off-hand will be reduced by half.
Chance to miss with auto-attacks in both hands is increased by 19%.
Since the base miss-rate with one weapon equipped is 5%, your base miss rate as a dual-wielder increases to 24% as long as you have two weapons equipped. This can be mitigated by equipping weapons and armor that improve your hit rating.
