What is the bug?

Elemental Sharpening Stone (ID 18262) does not grant critical strike rating when applied to a weapon.


What kind of bug is it? (Quest, Class, Spell, PvE)
I suppose it's a spell issue.


How can you reproduce it?
Apply an elemental sharpening stone to a sword.


Please describe, in detail, what is suppose to occur when this bug happens:
Sharpening your blade is supposed to increase your melee critical strike chance by 1.27%.


Please describe, in detail, what happens when it bugs up, and how it's malfunctioning:
Having applied the sharpening stone to your weapon, it does not increase your melee critical strike chance at all.
