Okay I admit I completely forgot about Hearbeath Resist. Theres a couple of things I want to say anyway.
1st, I'm hit capped so the chances for this to happen is extremely low (1%). In the video I provided (I can provide more from the same testing session if you require) the fear has faded from all three Treants within less than 3 seconds. That doesn't seem quite right.
2nd, Heartbeat Resist "works" only on pets like Druid's Treants or Mage's Water Elemental. Those are the only minions I've witnessed this thing happening. Ever.
3rd, This isn't working properly. If you want my opinion you should disable it if you can't get it working on PvP. Look into it.

Did you maybe notice something like they could evade? (Too far away from owner) and due to the evade the fear is breaking?

No. Howl of Terror always broke within 4 seconds. Treants remained within 20yd I'd say.

Should be fixed, I could not reproduce it after some changes.
