Legendary weapons were supposed to be rare, hard to obtain and accessible just to a few lucky players, now a half of the server's population has them from from 3's solo que or wintrading like Cba, sprintex or rule (gay hitler squad) My suggestion is to wipe all weapons and raise the rating requirement to 2.2k, also not available from 3s solo que.
