BG Mark exchanger

Add an NPC which can exchange BG marks of one type to another. Right now AV marks are the only thing that is really hard to get on this realm. Such npc will surely fix this issue, seeing as you don't have any interest in making AV to happen more often than once per 24h.

If you were more focused on objectives and less on middle and dun baldar's entrance fights, you could be able to do at least 2 AVs in 1 hour.

AV on Sf is bullshit, it's too bugged and hk-focused.

Also not everybody is able to play at 7pm server time - and that's the main reason why that NPC is needed.
