One becomes obviously more angry if they lose all their swp gear they have paid for through a s4 donation than if you lose some loot from SC. Money does matter even if it's about "donation", 99% donate just for the rewards of course. I feel like whatever you do, it will be pure hell for some time to come.
I don't think it would work if one would make flasks and all related OP stuff cost badges or if you had to farm mats for it. There are people with badges in piles here and there are people who are willing to farm for it. I barely notice the FAP "nerf" because it was a small fix rather than a drastic, change it to unique directly instead or rather disable it, other consumables as well, besides pots maybe.
