I agree, that shouldn't be allowed. It's hard to hit people from the bottom side, it pulls up the pathing/LoS error.

So all-in-all, it's an exploit.

It's an exploit as it is for the building in wsg but it's neither a "bug" exploit (he isn't between map items, invulnerable and able to cast) nor something which requires a hack software. Blizzard team has never banned/warned anyone doing it afaik, your point doesn't matter here.
Anyway their "firing zone" is very limited when they're on these buildings, in this case for arathi he can't attack players who are capping and I suppose that the admin team already has enough players to warn/ban.
