Does the stun from Stormherald proc?

Also, the weapons says it requires master Hammersmith and it's red as if it's unusable but I can equip it just fine. Do I need to be BS for the stun to proc? I haven't been noticing the proc.

it was disabled but according to changelog it's reenabled, i haven't tested it myself

I don't see it proccing much myself, I'll try it a little more. Not that I WANT this, but I remember in retail a macestun warrior with stormherald would stun so often it seemed like an 80% chance altogether basically. Anybody that was glad used it straight through s4 even with it's inferior damage.
