Fix it first. Only 2 Mp5 side of it works, the proc doesn't. Currently not worth getting.

I'm guessing it's due to the horrible mana efficiency of shamans. With how some shamans relic-swap constantly, I can see how they would feel this is beneficial. Not by much, but it's something.
