The reason is proc trinkets and rings are bugged and no one fixed it yet.

Stormherald works as it should(?), it's just disabled because it is so fucking annoying and ruining the game.. especially before when Mace Stun was broken overall. Stormherald enh shammy #funlife.

Ohh and yeah. Hand of Justice had close to 100% proc rate so its removed.
