Yes they do. It has been pointed out so many times that R v R is among the most skill dependant. You have to fool your opponent into blowing cooldowns outside the time frame he was aiming. That isn't easily done in some cases. However, with random rogues that just Ambush 1 pt kidney vanish and run, I don't think your opinion holds even enough water to fuel a cactus.
