Battlemaster Weapon Enchant bugged?

Is it normal the proc rate of Battlemaster is this bs low?
And does it only proc from white (melee) damage?

I think it should only have a 0.5 ppm,but I may be wrong in this. It should also proc from yellow attacks (I believe it currently works in this regard).

Its proc rate is 1pmm, from auto attacks only.
