Yeah, well, trolling on SF forums is the norm. It doesn't matter what you post, or how you post it. New Topic = Trolling Opportunity. Everyone does it (Including me :P) - Anyway, joking aside, I personally wouldn't go for the UI you posted. I find the default UI good enough for me, since it's quite simple and it doesn't cut down a lot of your view. But if you must use AddOns, here's a list of what I would reccomend:

SnowFallKeyPress (Faster (possibly) key presses)
MoveAnything (Allows you to move the default UI elements anywhere)
OmniCC or something similar to track your cooldowns (as in, numerical display on their icons)
Some addon to track duration of your debuffs, since that's a big problem in TBC (No numerical display on target's debuff duration)

But honestly, there's no need to use some addon that makes stuff bulky, either by resizing frames or adding bars etc etc - It's bad in the long run :/
