There is no spell "Distract" for rogues. Can u fix it?

It was removed because it takes other players out of stealth. Which then was devastating for Rogues. If we possibly get this fixed in the future, we'll add it back.

Yea, it was removed because too many rogues were spamming it every duell/arena battle and so it got removed.
