Tank block bugged

In this server 10 strength = 1 point of damage block increase ,with best blocking gear on warr tank i can block 840 damage ,when it should be like 1100 + .Please fix the problem .

It should (and is) 20str = 1 Shield Block value.

Strength (str):
1 str = 2 attack power (AP)
20 str = 1 block value
Vitality increases strength by 10%

Shield Block value:
1 shield block value = +1 damage absorbed on a block, and +1 damage on a shield slam (aggro increase of <= 1/6 TPS)

The prot talent Shield Mastery seems to be working, and so is the +10% strength talent.
