Ring of the law bug. (Blackrock depths)

What is the bug?
When you enter the ring of law in Blackrock depths, a event is supposed to occur, first a dwarf will say something and then he will spawn mobs and a boss. But nothing happens, exept for the gates being closed and you are stuck there.

Is it a spell or database issue? (database relates to any NPC, quest or item)
It's a database issue clearly, since the dwarf wont react or do anything.
How can you reproduce it?
Just teleport out from the instance, reset it and enter again.

Same as I wrote before. A event is supposed to occur and the dwarf will first yell something, then walk back and mobs are supposed to spawn.

It bugs up when you enter the ring. The gates closes but nothing else happens.
