everything is free except T2.5 because it's hardly obtainable like HWL /GM sets.
The point is; people will cry that T1 is free, and T2.5 costs badges. While I'm all for the vendor idea, does this mean he has to add prices to every single pre-tbc item set?
if he does, that means also to remove/adjust players who already have the gear.
Like my warlord set, I'd be pissed if it got removed just because he had to add another set for BoJs. and I could tell you now I wouldn't farm for it.
I farmed in 2008, when 4k HKs was a lot and I bought the HWL set.

It's not fair to anyone that some people have unobtainable items for transmog purposes (that they didn't even work for) while others can't even get them.

Why not:
Increase the badges of justice price for tier6 armor to 110-120 badges per piece.
Remove the tier and dungeon sets vendors and remove everyone's tier and dungeon gear (except for t2,5). Leave the PvP 60 Gear like it is.
Revive PvE by making every quest in Outland award the player with 1 BOJ,this means for example you get some kind of boots for a reward,but you also get one BOJ. Also make a portal that teleports you in front of the dark portal so you can begin your journey in the burning crusade. You can add Sunwell guards so people wouldn't kill each other. But what happens with all the dungeon and tier sets?
It's very simple. In every Outland Zone there's usually a vendor who sells items for gold and reputation. So why not add another vendor next to this one who sells every dungeon item from that zone for some price of badges. So for example in Hellfire Peninsula you have Honor Hold,where a vendor sells items for gold and reputation. What you do is add another vendor next to him who sells all the items from the Hellfire Peninsula Dungeons for a decent price of Badges of Justice. For example from 5-40 per item.
What happened to the tier vendors? It's very simple inside the Great Halls where they usually were,are going to be 4 questgivers representing each race and tier. For example there would be an Undead Hero who will represent tier1 and he'll give you a quest that would award you 15 Badges Of Justice . Tier 2 quest will award you 20 badges of justice. Tier 2.5 will award you 25 badges of justice and tier3 will award you 30 badges of justice. But where are the tier vendors? Simply place them inside the instances at the very end. Just like in black temple the Ashtongue Tribe stays in the middle.
You can also make the vendors appear right after the last/main Boss is defeated. They would sell the tier armors,but all for the same price. So if a tier1 part is 40 badges,than so will t3 be. Because people will be getting this for transmogrification (for the looks). The quests don't award the same amount of Badges because each instace get's harder. You can make the 4 tier quests daily. That will stimulate players to raid everyday. It might bring new PvE players and PvP players.
By making each quest in Outland to award you 1 BOJ you can make a lot of players actually go into Outland. Because if the prices of Tier 6 are increased people would look for other ways to get badges.The PvP quests are done perfectly,but we need to revive PvE especially now with the transmogrification option. 1BOJ per quest won't hurt,because people would mostly do 15-20 quests a day,simply because that's how much time they usually will have to play. So that's just 10-20 badges a day from Outland questing. If a tier6 item costs 120 Badges then thats nothing.
You could also add a portal near the Quel Danas one in Tanaris,that says ''Portal To Outland'' and on the right side there could be an Aldor Draenei and on the other side there could be a Scryer's Bloodelf.

I find this a really good idea, but think about the people that will rage about this "delete everyone's t1-3 sets" part.
If you're doing that you will get people to say: if you're making t6 more expensive, people that have bought them for a lower price will have to get their t6 set deleted too. The community simply won't accept that, most of them.
I really love the idea of making quest which will reward you with a "x" amount of badges so you can buy t2.5 gear for example, you could also think of a quest which will reward you with a certain part/item of choice after finishing a dungeon /raid etc, (depending on the difficulty and such)
I know all these ideas may seem good, in some cases bad , but you will have to make some choises.
There will always be people who are not going to agree with certain idea's.
I'm open for any suggestions/ideas.

People will not get pissed if their tier1-3 sets are deleted if they have them as transmog gear already. No,tier6 doesn't have to be deleted,just the price will go up. If all these BOJ ideas are added the rate you can get a full tier6 set will be in a week or three and that's not slow at all. That's how it should be. When the t6 prices are 120BOJ per each people would either quest more/raid more or just donate. In both ways it's a win. About the tier vendors,there will be one standing at the end of every raid. The tiers should have all the same price,since people will buy them just for the looks. So that would be between 50-75 BOJ per each. Don't forget that if the 4 daily raid quests are added (for t1,t2,t2.5 and t3) players could get (15+20+25+30=90 badges). The 4 hero questgivers will represent each classic wow race and will stay in the great halls of Stormwind City and Orgrimmar. So in Stormwind you would have a hero gnome,dwarf,human and a night elf each representing a tier (1-3) and their race. If people start questing in Outland badges wouln't be a problem at all. If you all remember items that costet BOJ on retail were between 50-75 and they were good as tier 4. That's why i think the fair price o f t6 should be around 120 BOJ per item. Let's not forget there will also be a vendor who sells every dungeon item from the specific Outland zone for a decent amount of badges 10-40 (for example). So if players do not to raid,simply buy their items from there,by voting or donating for BOJ. Sure at first many players might not like the idea of tier6 costing 120 BOJ per item,but im sure you will get used to it,when you start questing in Outland. Because at this moment,most players who aren't in battlegrounds are just chilling and wasting time on the island. If they want to quest,then let's give them this opportunity.This will bring a lot of memories for some players,i am sure they wouldn't mind. Henhouse should make a new area for vanilla content where you can buy T1-3 for BoJs.
Then he should implement vendors for each instance/raid back in vanilla (ZG, MC, BWL, ..) with every weapon which you can buy for BoJs.
