[Skull of Impending Doom] doesn't work

i have been doing a huge quest chain to get an item which is : [Skull of Impending Doom]
after huge efforts i found out that it isn't working...
it is supposed to give me a boost " 60% run speed " but i can never use it
it says you don't have any target but it doesn't need any target to be casted...
please fix it...

Though I haven't seen it in action... my reply would be something like: If you ever find yourself in a position to use this to break a crucial CC or anything, you probably did something wrong in the first place.

Because in a BG/world-pvp situation you're gonna metagame the fuck out of everything. And when your trinket/other cd's are off, you're just gonna go hide in a corner and reset. Otherwise you're doing something wrong.

uh i am sorry , i didn't apply to become a script writer in the server...
this is what you guys applied for to help people, so you should really help, i noticed that nobody is fixing anything and even if its fixed not probably and soon ill show some of the bugs on a video....
