Installation:
Put both files or just one of them in your WoW Data folder.

Start wow with it,otherwise you'll get an error or a black screen.
If you don't like the patches just remove the .MPQ from your WoW Data folder,then you wont be needing WoWME or MEF and you can start wow again from WoW.exe!
