Regular Outland instance boss = 1 Badge of Justice drop
Heroic boss = 3 Badge of Justice
Raid boss = 5 Badge of Justice
Should get people to ACTUALLY want to do heroics during off-peak hours or when you cannot find 10 people.
EDIT: Also instance locks not existing would be coolio too

Yes, this is a suggestion for 2.4.3, not 3.3.5a. I would rather have people now want to run them for fun, but you cannot find that; they always want something out of it.
