Ogdam Abusing With Compact Harvest Reaper(s)

Okay so the Battlemaster's Island and the Smolderforge Island are Sanctuaries right? And there are people who are away from keyboard. Why are they away from keyboard there? Because no one can attack them,right? Then what allows Ogdam to start summoning Compact Harvest Reapers with http://www.wowhead.com/item=4391 and attack AFK Horde players? Why isn't anyone else with Engineering doing that? I don't know since when he started abusing with them. Here:

For christs sake. Stop disabling everything that could have been fun to use once just because some people abuse it. Whats the big deal, as long as it is a bannable offense ban them. Besides I really doubt it could be used to kill anyone whos not afk seeing it is a level 30 item.
