40h is normal. That's 8 hours a day, 5 days a week. That's the absolute minimum for a teacher, and usually never happens. Most teachers work at a minimum of 45 hours each week (that they get paid for, add another 5-10 hours that they don't get compensated for at all). The problem isn't the hours/week, it's that the average education-time for a "high-school" (our equivalent) teacher is about 4,5 years. Other academic careers on the same level of education gets paid more, and usually doesn't work as much. So a hypothetical teacher who works 40h/week still gets paid less than someone on the same level of education who works the same hours.

The funny thing is that teachers, with a 4-5 years education on their neck (which here equals student-loans) often gets paid as much, sometimes even less than someone who works as, say a substitute teacher, who in many cases doesn't even have any such education at all. And the educated teacher has to pay back on said loans, which leads to less income each month.
