I know this thread is old as fuck, and I'm torrenting the client now, so I don't know if this has been solved.

Henhouse, instead of creating another mall, can you just add phases? i.e., one for 100 players, another for 100 other players etc. Or even separate the phases by faction, allowing only Horde or Alliance in Phase 1 or 2.

Just delete this post if I'm a super n00b for not knowing what has happened on the server, and if phases haven't been added to TBC.

Well if it's for Wotlk, then just add phasing. That way you don't have to really separate malls.
