I mean, you can't just force people to play alliance characters if they don't want to.
They'll simply go, "Oh, wtf. I can't play horde because there are already too many? Some fun in that...time to go play something else."
Enable character creations again. People can play what they want, it's how a game is played.
Your looking at this the wrong way. You seem to be acting like were evil people forcing you to have to play Alliance. In case you didn't know, Blizzard does this too if things are completely flip-flopped, and this is the case.
It's not going to be disabled forever, and we're not forcing. We not on WoWStatus.net so people coming here are from word-of-mouth, not my fault. People that are already here had the time to make Horde character's anyway. It'll come back when we see it's balanced.

I suggest we let both go as they were again, now alliance chars are all over the place, and i have an alliance char, no one place on horde anymore and there's no one to PvP against..

I think we should be able to choose if we are alliance or horde if you want a partner to be alliance ask the horde to make an alliance char. Its not like we have to level to 70 again. If we were dedicated maybe pthen it would matter because of the battlegrounds but we are like max 105 people.
