Netherstorm Quest "The Archmage's Staff"

What is the bug?
To summon the mob you must kill you need to sprinkle an item on a brazier. When you attempt to sprinkle the item on the brazier, it says "Requires [brazier or whatever its called]". Also, quest is (http://www.wowhead.com/quest=10173)
Is it a spell or database issue? (database relates to any NPC, quest or item)
I don't know. It's quest related so I would assume so.
How can you reproduce it?
Simply accept the quest, fly over to the ruins at coord (41,73) and use the powder (http://www.wowhead.com/item=29207)
Please describe, in detail what is suppose to occur when this bug happens:
When you use the powder, a mob appears (http://www.wowhead.com/npc=19493)
Please describe, in detail what happens when it bugs up, and how it's malfunctioning:
You cannot use the powder, it gives a message "Requires [brazier}. Since you cant use the powder you cant summon the mob and since you cant summon the mob you cant complete the quest. this quest is the beginning of one of the largest most significant quest chains in netherstorm, which is endgame content (and since we start at 70, endgame content is the most important)

(P.S. I tried to be as descriptive as possible. Let me know if this is good or if I should include more/less data for next time, as I intend to be reporting a LOT of bugs, and I want to be as helpful as possible)

This is due to the game object despawns we had to do over a year ago.

Gameobject will be restored and possible to use upon next server restart.
