Spell GCD is waaaay too high

As the title says the global cooldown for spells for casters is waaaaay too high. Not sure what its like for every other class but for resto druids its ridiculous.

It takes about 1 second everytime between each heal over time spell.

I use lifebloom, got to wait a second till i can use it again, then wait another second to use it a third time...then wait a second to use rejuvination

Need a spell or talent or whatever that reduces cooldown of your spells

1.5 seconds, and that's working as intended, haste can reduce this to one second, but afterwards it's capped.
WoW is a slow game, get used to it.
