Sometimes just updating DirectX or the video card drivers helps, might be broken. Don't throw away your video card yet, unless you already did.

Ive also experienced the exact same graphic bugs, if you can call them that. I simply fixed it by using two commands, one of which already has been posted here.'

/console set maxfps xx ( xx beeing the limitation to how high FPS you will get. I usually cope with 30-35 ).

/console set maxfpsbg 5 ( This will make your game draw only 5 fps when its not in focus. This means, if you alt tab/dualscreen alot like me, it will make your WoW go to 5 FPS everytime you alt-tab/focus something else, and make the card less hot. Ofcourse, it will go back to the set maxfps when you focus the game again :p )
