As the title says its impossible to buy the plans. I realize this should be posted in bug reports but this forum gets more attention. I verified I had the appropriate amount of Badges.

We know! :S I already fixed it, and the fix is in place -- we're just waiting for a time to restart (tonight) or a crash.
