im not really sure if it's a bug but seems weird.

right after cyclone you can get full sap
also i saw sap right after kidney shot.

Cyclone lasts just long enough in it's initial cast to allow you to be taken out of combat, so that's very possible to be sapped immediately afterwards. I've had it occur enough times to vouch this.

Kidney shot, tends to be more difficult to pull off, since it doesn't turn off your aggressor's attack it'd be easy to keep you in combat inadvertently. But otherwise, it is possible. It only takes 6 seconds to leave combat, which a full 5 point kidney shot or first-cast cyclone can arrange.
