I think it's fair to say that Smolderforge does not currently have an active PvE scene. However, there does seem to be interest. As it stands, it's nearly impossible to get 25 people organized and capable of doing 25 man raids. I understand there have been guilds in the past that have done so, yet neither are around today and neither cleared even all of T6 content.
My proposal is that 25 mans are re-scaled to 10 man dungeons. All mobs Damage and Health reduced by a flat 2.5. I don't know if this would be possible to implement with a Normal/Heroic system similar to Wrath where Heroic unlocks the original 25 man, however I feel this change would increase the PvE interest on the server without trivializing or drastically changing the encounters. People would easily be able to form groups capable of completing the content, instead of having to bring along people that do not know their class/encounters just to have enough to attempt bosses.

Well, if its possible to have casual/heroic mode it would be a pretty cool idea. So people new to pve can collect positive experience but leaving the challenge for more experienced ones.
On the other side, if people fail doing Kara in T 6.5, I doubt this will change much....

Such thing would be great, but I would say the bosses at 10 man mode should have loot not the usual items but smth like a token. The tokens then will be a currency for buying items( like 20 or so for Swp item)
