Yes, with Khadgar's Servant. (http://www.wowhead.com/npc=19685)

How can you reproduce it?
By restarting the quest through Khadgar. (http://www.wowhead.com/npc=18166)

Please describe, in detail what is suppose to occur when this bug happens:
Khadgar's servant is supposed to take you on a tour of Shattrath and tell you stories while doing so.

Please describe, in detail what happens when it bugs up, and how it's malfunctioning:
As soon as Khadgar's Servant spawns, he starts moving in one direction and doesn't stop, he tells no stories and does nothing that he is supposed to do, I followed him all the way out into terrokar until he was finally killed by wolves. xD I restarted the quest several times and got the same thing.

You're not supposed to be able to get this quest... There's no reason to do the quest so I have players immediately skip to be allied with their appropriate faction.
