devastate doesn't add the sunder armor effect to the target and doesn't get bonus damage from sunder armor stacks.

not really, but i can't say it DOES work.
Firstly, yes Devastate should add sunder armor effect but it doesn't.Also this skill doesn't generate threat enough as it should be becuse of this.The only threat income of this skill is the damage part.
Secondly,Devastate doesn't add but renews the sunder effect on the target.
That's all i could test for now , and yes i dunno if Devastate generates threat at all.
