If 3s was an important concern, I'm sure players would be more interested by arenas as 3s "allows" more randoms to enjoy arenas.

You just announce it and ill attract the correct people. Preferably a month or two in advance. 2s tournament could be done. Blizzcon rules.. The team with 1 dead at the 15min mark loses and if both teams alive the team with the most damage wins. Though "we" want to promote ourselves as a 3s realm therefore a 3s tournament would be gold to get us started.
