¿PvP 5% Base resist to effects?

Hi everyone i wanted to solve a doubt that i have, here it is:

Some people have confirmed to me that we all have 5% Base resist to all effects, i'm warrior and a lot of chars without stun resist have resisted my charge stun or intercept stun (example undead lock), aswell with shouts ... I also resisted spells without having any magical resist so, if this is true and is not a bug, is there anyway to prevent that 5% to happen? I'm in 6% hit chance and it occurs so i suppose hit is not related.

I have listened too that those skills are considered spells so i need spell hit. But spell hit as a warrior?
Some others told me that is evasion related too, it's this true?
