Missing quest item.

What is the bug?
The quest item :http://www.wowhead.com/item=30561/vekhnir-crystal doesn't seem to drop at all.
What kind of bug is it? (Quest, Class, Spell, PvE)
Quest
How can you reproduce it?
Killing the specific mobs for over an hour.

NPC with Entry: 19982 19983 19984 20161 can drop this item.
