(Almost fixed) Troll Berserking Racial

What is the bug?
Berserking does not give 30% less casting speed while under 40% health.

What kind of bug is it? (Quest, Class, Spell, PvE)
Racial Spell

How can you reproduce it?
Create a caster with a 3 second cast spell. Get less than 40% health and activate berserking. The 3 second cast spell shall now take "3 x 0,70 = 2,1" seconds to cast.

Please describe, in detail, what is suppose to occur when this bug happens:
The Berserking buff only reduced the casting time on 3 seconds to 2,31 and not the intended 2,1. I suspect the values just needs to be polished. If it worked the 3 second spell cast would take 2,1 seconds to cast.

Please describe, in detail, what happens when it bugs up, and how it's malfunctioning:
The casting is not fully 30%, more like 23%.

Evidence providing proof of bug:

3x=2.31 divide by 3
x=0.77
So that makes it 23% haste, not 26%.
