Mages can use iceblock to get out of Cyclone

What kind of bug is it? (Quest, Class, Spell, PvE)

How can you reproduce it?
Get a mage and a druid, make them duel, use cyclone on the mage, let the mage use iceblock.

Please describe, in detail, what is suppose to occur when this bug happens:
The mage should not be able to use iceblock

Please describe, in detail, what happens when it bugs up, and how it's malfunctioning:
The cyclone debuff vanishes and the mage gets into iceblock.

Evidence providing proof of bug:
Should not be needed since it is so obvious for anyone who have ever played druid, mage or pvped with/against a druid/mage in arena on retail.
