Seal Twisting, rather Seal of Command delay

What is the bug?

Seal twisting is not working (it worked in the evening 11. 1.).

What kind of bug is it? (Quest, Class, Spell, PvE)

How can you reproduce it?

It's no longer possible to seal twist, because Seal of Command has literally no delay. Something must have broken in these 20 hours).

Please describe, in detail, what is suppose to occur when this bug happens:

There should be delay between the white hit and Seal of Command proc, not sure how much, but it had been working fine before it broke.

Please describe, in detail, what happens when it bugs up, and how it's malfunctioning:

Seal of Command proc is instant, occurs just with a white hit, therefore it's impossible to seal twist.

Can't fraps anything, but it was working yesterday, so I hope it would be obvious what went wrong.

Fixed.

Seal of Command has now a 500 ms delay again.
