Blessed Recovery does not work

I know this has been said many times before. But the Blessed Recovery talent in the priests holy-tree always heal for 0, regardless of talent points spend in the talent (1-3) and regardless of your hp is full already or not when the effect triggers. So whenever this talent procs it always heal for 0. Ive heard you were taken a look at it a while back, is this problem getting solved or?
