What is the bug?
The proc currently can't proc from non harmful resists such as from Dispell Magic resists.

Is it a spell or database issue? (database relates to any NPC, quest or item)
Database issue I think.

How can you reproduce it?
Cast a spell such as Dispell Magic on a enemy target with buffs until it gets resisted by spell hit or dispell failure. I would advise buffing a rogue with 1+ buffs and have the rogue use Cloak of Shadows, if the Dispell Magic spell is resisted it should proc the trinket, yet it does not.

Please describe, in detail what is suppose to occur when this bug happens:
The trinket shall provide the caster of the resisted spell with 170 spell damage for 10 seconds. The buff is called 'Recurring Power'. This trinket has no internal cooldown. This trinket shall procc off ANY spell resist(s). It does not matter if it is a damage spell or a non damage spell /dispell.

Please describe, in detail what happens when it bugs up, and how it's malfunctioning:
The 'Recurring Power' buff aura is not granted upon the spell resist.

Isn't it intended ? Did you try with the level 1 of your dispell knowing that the lvl2 can dispel 2 things and thus, it can be partially resisted (this kind of passive doesn't work on partially resisted spells).
I really think that it works the way it should work as far as some classes have high dispel resist chances such as resto druids and an almost constant extra buff (no internal CD) would be insame in PvP.

Anyway, it's a bad trinket choice, especially on a shadow priest (I presume that you're one). For pve, the crusade card is already better, for pvp, almost everything available is better, the best is clearly the one with the passive which procs on DoTs.

You are indeed correct that a dispell failure as in a result of the spell hitting but a talent stops the dispell will not proc the eye. However I am talking about the dispell HIT.

As for the use of this trinket, it is superb in certain situations. For you have to remember that enemy talents/spells can cause your spells to miss(resist). An example would be Primal Tenacity. Also with the current slightly bugged hit system, it gains a little more value.

Didn't you take the 10% spell hit rating bonus on the shadow talent spec ?
If you did so, the chances for your target to get a resist with your shadow spells (in pvp) are only 1%. What's the time you need to cast 100 spells ? It'll show you the average of time between 2 procs. But well, it's just an average, you may be very lucky.
Anyway it's more interesting to get the hit rating cap with a better trinket that having a bad spell hit rating just in order to get procs.

Ofc I took the talent, but despite it I am still getting 95% hits and 5% misses, and this is without taking talents into consideration. You also forget that you can proc it on purpose using RAC addon and ofc on a cloaked rogue.

Fixed.

Can now proc on dispel resist.
