Racial spell does not scale with the health you have. (the lower health, the greater the spell cast benefit).

the spell buff is 10%-30% spell casting speed, but it remains at 10% no matter what health value is.

Below 40% health, you should have 30% cast speed.

Between 100%-41% health it be givin' 10%-29% haste. At 40% or lower it always be 30%.

Bump for the almighty Itslovelol. It seems that the racial works for attack speed, but not for casting one.
