Why combat, i didnt find rogue, and I didnt do any dmg.. =)

It is not about resists. What most likely happened is that you did actually catch the Rogue with the AoE but he moved away from it marginally before the spell damage ticked. From a Rogue PoV that happens often on Hurricane, Blizzard, Concecration etc. And yes it does get both of you in combat.
The reason you can Sap as Rogue even if that happens is that because spell damage did not tick, the in-combat effect lasts only until the Rogue leaves the AoE area (assuming, as before, that spell damage did not have the time to tick). So, if you get caught at the borders of such an AoE spell you can move away before it does damage. And Sap while doing so.
