Touch of Weakness Broken

Logged in today to find that Touch of Weakness is now an 11 second buff rather than the regular 10 minutes

This will be hot-fixed as soon as possible (hopefully later today). This will be the same with fear ward and Shadowguard (Something went wrong with the patching).
