It keeps you in combat if you got dots on your enemy while using Electro-Shock Therapy.

Pff, who would even use that thing?
BTW, electro-shock therapy has an effect to zap your enemies when you deal dmg on them, and in fact, it can consume spell reflect charge.

Apparently it was usable in pvp up until patch 3.0 something. The fact that it uses up spell-reflect, grounding totem and is generally annoying makes me think It should be disabled outside Netherstorm.

The usability is probably because blizz didnt expect that faggots will be using it like they did in the first place. Though it would be sweet if it was still usable in pve, since its pretty funny after all, just not in bgs.
