Blackout bug

Blackout gets procced on the caster itself upon casting the buff Touch of Weakness (10% chance of course).

This has been fixed in the past, I guess the bug came back with last updates.

So actually buffing your character with it is proccing blackout on yourself? Very odd, but should not be too difficult to fix.

Yeah, it got fixed before but I guess your Shadowguard fix broke this one again.
