Ohhh dear. Might aswell look at this at the same time as the dual wield stuff. Pretty major bug here.

Edit: I suppose this is actually a minor bug in pvp since any half decent hunter will be hit-capped for specials. Would make a bigger difference in pve.

Indeed it's not a big issue, unless you consider it vs a rogue with evasion(25%) + 4% anti hit chance talent for example. I would really have to test this specifically, because I'm not sure yet, if only the 5% base miss chance is bugged or everything altogether.

Yeah just tested evasion, has no effect vs hunter's auto-shot.
