Shattered Sun Pendant of Restoration

What is the bug?

This necklace does not proc from the actual healing done by HOTs.
The Scryers healing proc is called Arcane Surge.
(Note I have not tested the Aldor proc as I do not have the necessary reputation, but it could have the same problem).

Is it a spell or database issue? (database relates to any NPC, quest or item)

Likely a database issue, the proc that the necklace triggers will need to be modified to count healing done from proc effects.

How can you reproduce it?

Spam HOTs on yourself in a duel while taking damage. Make sure you do not reach 100% health. The neck will never proc Arcane Surge from the actual healing that the hots do.

Please describe, in detail what happens when it bugs up, and how it's malfunctioning:

Arcane Surge needs to proc from the healing done by HOTs. Evidence from Wowhead:

Been playing around with the neck as a Scryer, it procs off of Lifebloom and Rejuvenation ticks but not the actual application of the HoT meaning if someone is at 100% and you Lifebloom them, it should have a chance to proc off the actual bloom, but it won't proc off the HoT part if they aren't below 100%, while not being affected by +healing it can crit for about 900-1,000.

Looking at a quick 8 minute log of keeping Lifebloom rolling on an elite, it seems like it has a 40-50 second hidden cool down.

Sadly a GM can't do anything about this.
Henhouse and Hufsa are the only one who can fix this.

think I said this before, you would rather have an unofficial post with something like "good work" from a GM like Terezi or whatever? I think all you want is a little attention if thats the case.

You should know that Henhouse read every single forum post. Regardless of its topic, he reads them. So you can wait for a GM to reply(which does absolutely nothing) or wait for Henhouse to reply or announce them being fixed(which fixes them).

Arcane surge procs off Lifebloom's final healing, not HoT healing, at least for me.
