I believe they removed the trinket from the loot table because it had a bugged proc rate. I would have loved it on my warrior/ret/enchance also.

I don't think so, because he drops absolutely nothing.

the trinket is bugged as fuck so it was removed long time ago.

Pretty sure that instead of removing the single item they just disabled all the loot for that particular boss. The reason was the OTT proc rate of HOJ.

It shouldn't have any inner cd. It's just a 1.33% proc chance at 70 lvl, thats all.

I suspect the problem was it was proccing off other abilities like thorns, deep wounds etc, making it too powerful. Maybe it can get fixed and reintroduced (although some class bugs will probably take priority over item fixes like this).

Hopefully it won't. More damage is the last thing warriors (sorry enhances and rets) need.

The proc rate was super high. It was higher than what it used to be at L60.
