What is the bug?

The trinket The Lightning Capacitor doesn't work.

Is it a spell or database issue? (database relates to any NPC, quest or item)

Database.

How can you reproduce it?

Make a spellcaster, equip the trinket, cast spells and get some crits rolling.

Please describe, in detail what is suppose to occur when this bug happens:

Every time you crit you're supposed to get a lightning charge.

Please describe, in detail what happens when it bugs up, and how it's malfunctioning:

You don't get any charges at all.

This has been looked into and fixed. You will notice the changes after next server restart or if Henry decides to reload the spell database tables.
