Toughness works it reduces the slow effects by 50%. Tested this with an other shaman with the talent. I used Frost Shock on him and he only got a 4 second slow debuff on him he used Frost Shock on me (I didn't had the talent) and it gave me a debuff of 8 seconds.

So I guess this talent works as intended.

Maybe it just doesn't works on every spell that gives an slow effect.. didn't tested it with all slow spells.

no it doesnt work, I'm not sure but I think frostshock is 8 sec for pve and 8 sec for pvp thats why it works properly for it.. but hamstring is 15 pve 10 pvp and it halves the 15 sec.
